You need to convince your daughter's school that she does indeed have a significant learning problem. I urge you to consider a comprehensive neuropsychological evaluation for your daughter, and to submit the test results to the school.
If the school is still unwilling to develop an IEP or implement accommodations, you can hire an educational advocate. In addition to knowing your rights and helping you interact with the school system, this person will have a sense of what is reasonable to ask for. Ask friends or other parents for recommendations for neuropsychologists and advocates in your area.
