They're wrong
They are wrong for telling you, off the bat, that he wouldn't qualify for it. You have the right to refer your child for testing, and they then need to make it happen.
If your son turns out to have a specific learning disability besides ADHD, he'd probably get an IEP. For some reason, kids with ADHD alone don't usually qualify for an IEP, except sometimes under the category "Other Health Impaired" if it is particularly severe. However, if he only has ADHD, he might qualify for a 504 plan, which would grant him accomodations, but wouldn't require him to have individual goals and everything that IEPs have.
Either way, if you asked for the testing, they need to step up and provide it!
