Friend with Adult ADD and SSI with a Guardian...Rights?

I am trying to find out anything I can for a friend who has Adult ADD. He has been appointed a Guardian but is not sure if its Guardian over Person or Guardian over Estate. Either way I really think they are taking their role as Guardian way too far. He is 21, can cook, clean and care for himself. He mainly has a learning disability with Math and Reading and can not find work or hold work down.

His current guardian seems to think he is a baby and has to be home by 6 each night and have his dinner and chores done. He has a bed time and rules that my young children don't even have. He is not only a friend to me but a neighbor. He gets in trouble for staying at mine or my sisters (who is my neighbor) for too long! They have him pay their car insurance because they put him on their plan but he CANT drive their car! They told him if he moved out into his own place they would call his mom to come get him! His mom NEVER had guardianship over him after being diagnosed! I have no idea how to help him. Does anyone know how to go about finding out his rights? It just really angers me how they are treating him.
